Hello, this is not an issue with the plugin, but seems to be a problem with the amazon sdk which handles the amazon s3 connection.

There are a quite a few things that you might try. Firstly I suggest re-uploading the sdk to your site, which is the file site/components/com_amazons3/aws/aws_sdk.2.8.19.phar, just in case it has become corrupted.

Also (if this does not fix the issue) in the S3 manager file, administrator/components/com_amazons3/helpers/amazons3api.php, change this line at the beginning, change
require_once(JPATH_SITE.'/components/com_amazons3/aws/aws_2.8.19.phar');

to
require(JPATH_SITE.'/components/com_amazons3/aws/aws_2.8.19.phar');

I don't think this has anything directly to do with PHP 7, we have tested AS3 Manager on our own site using PHP 7, we do not find this issue or any other.

If those suggestions do not work we could look at importing the SDK in an alternative way to your site, for example using composer. However we would need to charge for our time for doing this, the AS3 Manager is a free extension with paid support. Clearly you have done something to your site which has stopped it from working.

Changing amazons3api.php line fixed the issue. Do we have to change this line again when there new update of s3 component?

I am pleased that fixed it.

No, there will be no need to change the code again, we will make the same change in future releases.
