I installed VM ModController Pro on 2 websites: one is J1.7/VM2.0.0, the other J1.7/VM2.0.2.
On both websites the boxes where you can select the VM2 categories to include or exclude, stay empty. There are 6 categories in VM. So I can't assign a module to a certain VM page.

What can be the problem?

I think this may be a problem with the language configuration of your site, you may need to check that the language of your shop is the same as the default admin language of your site.
